A universe where in large cities there is a overpopulation and breeding problem.

Which leads to abandoned feral kitten Luffy desperately attempts to steal from a high class restaurant after his two older brothers have dissapeared for several days.

The plate he choses to steal from happens to be Crocodile's, it goes about as well as you think it does.

It's only by luck that day someone had planned to poison the food served to the fat cat which resulted in Crocodile owing Luffy from a humiliating night as the he is well versed in poisons.

Taking in the kit there is a lot to work on due to Luffy being feral at his age. So, obvious shenaniganery is going to ensure.

Y'know this scene in Lion King where they hold Simba to show him to everyone? It's Sabo with Luffy in the baby luffy au. Don't matter if Luffy is 1, 5, 7 or even 10 years old, he WILL do this so everyone see this extremely cute child who he calls baby brother. (He definitely did it to show Luffy to Koala, Hack and Ivankov at some point)
