Ok so here's my thoughts regarding the maximum prison that's being built:

Everyone has assumed that it's for Technoblade cuz who else is powerful and capable enough to rival against Dream?

It makes sense why, Technoblade has the resources and skills to be a one man army and to destroy a part of the dream smp. Ofc Techno won't be easily fooled or willing to be held in a prison so what could possibly bait him into going to a prison that's literally inescapable and impenetrable? Maybe a certain someone that's holding unto a compass to Techno's base and has friendship emeralds.

Dream is a powerful but smart dude so it wouldn't be a no brainier to hold Phil captive (maybe in the prison itself) to lure Techno in. And Techno would do anything, anything for Phil.
