On the fandom wiki it said Belle is a “weak magic user” does that mean she had magic of her own? Back then was she good at magic?

In this universe you have something called a magic capacity. You don't produce magic but it exists within the universe. Magic capacity is how much magic you can channel through you at one point. So someone with high magic capacity can perform more complex and difficult spells with training, whilst someone with low magic capacity is unable to.

Gems can provide the user some magic capacity in their own right, either boosting someone's capacity, or granting them one, allowing non magic users the ability to cast magic. The amount each gem has can vary from gem to gem.

Spell casting still requires training, regardless of your magic capacity. Casting magic can be mentally and physically exhausting, so training can allow a user to cast spells for longer or more powerful spells without tapping out. You do need to practice frequently, just like weight lifting or exercising.

Belle probably has a low-medium magic capacity? She's still capable of casting magic but she isn't actively using it often due to the nature of where she lives. She probably was more experienced back in the day, when she could use magic more freely.
