With their power Timekeeper made themself always be in a ‘floating’ state. Which assist with their hair & clothes being so poofy.
Simply: TK is just built different. Their body was twisted and distorted by time bullshit. And now, like all legendary cookies, they’re just a size bigger then normal.
They have just a warped on-edge voice. Time & machinery bullshit. That quote puts it perfectly.
