The Psyche Devil isn’t necessarily feared. The human mind is not really feared. But they get their powers off of the possibilities of what the human psyche can do/become. The Psyche Devil (Or Seishin as they prefer going by) has a rather human-ish appearance. Their abilities consist of the mind. Telekinetic energy, mind reading, and mind control. Due to their abilities, they were seen as rather useful. So the Public Safety Devil Hunters offered them a place on the team in return for protection, and they took it.
