Administrator Looks To The Moon

Hey rant incoming and SPOILERS
But I didn't notice the thing about Moon being Pebbles' big sister runs deeper/more official than I thought it did??????
So I was reading a bunch of broadcasts and found this one about Moon's and Pebbles' situation
And this bamboozles me alot because this means that:
Administrators were an ACTUAL thing. And almost exclusively the Ancients.
Someone mentioned that Pebbles was built to help Moon with her many tasks and that can be genuinely true (i did not see any canon confirmation of this), which explains why they were built so close to each other.
Administrators were most likely in charge of only one iterator at a time, which is why Moon has seniority privileges ONLY to Pebbles not other younger iterators or the local group.
Likewise, ONLY Moon has seniority priviliges to Pebbles. Which is why no other older iterators did it to Pebbles when he did the big oopsie. The seniority privilige is a literal program not just a 'respect elders' type thing.
Which might explain why in Spearmaster's campaign. Moon and Pebbles had the same coloured cloak while Suns and NSH has different coloured cloaks... they were built to be 'siblings' :(
