Headcanon, in the world of BNHA, if one of your parents or ancestors had a telekinesis quirk, and even if you didn't inherit it, then you will still show its small features. For example, like Aizawa's when his hair flutters while using his Quirk. For some, it may be a little shaking of small objects around during intense happiness. Someone has a slight lifting of clothes or jewelry during grief. Izuku's hair flutters when angry. He just gets angry once in a millennium, and if he gets angry, he uses his quirk, which is why everyone writes off hair as a quirk. These are actually hereditary secondary traits of the Telekinesis Quirk, and if he grows his hair, it will fly like tails because someone on his father's side had the Animal Mutation Quirk.
