hi hi for this i personally use PicsArt! so,
first, open PicsArt and select a transparent background, it usually shows this way
second, click on "add picture" then add your heart border and fix it on the center
third, click again on "add picture" and add your pic, then click on "cut"
fourth, click on "shape" and choose the heart shaped one
lastly, try to adjust your pictures together, and it shall appear this way
