I don't think Salem ever cared about Ruby. Salem only decided to capture Ruby to get Cinder's head in the game after Beacon fell.

I'm actually surprised at how little Salem cares about Ruby.

'Cause remember, back in V4, she wanted Ruby kidnapped and taken back to Monstro for whatever reason. With what we know about The Hound in V8, we got an idea of what might've been Salem's plans.

But now she's barely phased by Ruby. She hardly cares about doing anything to force Ruby to bend to her will. Hell, she doesn't even use the lives of the Atlesians and Mantel citizens to make Ruby choose to surrender or die.

That moment during V7, when Salem appeared in Ironwood's office, she didn't even care that Ruby was in the same room. Salem's eyes were locked on James the whole time, forcing him to negotiate or sacrifice everybody for the Staff. All she did was give Ruby a "your mom" line and went back to intimidating James.

That scene would've been a good time to have Salem turn her full attention to Ruby and force her to choose:

"Surrender yourself to me, and nobody gets hurt. Or, if you deny me, then we will take down every life on this floating rock."

Literally, a great time to stretch Ruby's patience and heroism to their limit. But no. Salem simply doesn't care about Ruby anymore. Even the small Yang v Salem fight in V8 was lame, she clearly didn't care. Hazel was more of an opponent and he's not the main character, he just happened to be a stronger fighter at the right place, right time, for the rest of the kids to run off and let him die.

Salem was way more invested in James than who she previously wanted to kidnap in V4, that's so, so sad.
