When Solas turns, the light of magic obscures his eyes. This makes him evil, almost heartless, a true villain with a cruel look who doesn't care because "People always die."

But as soon as the magic shroud leaves, you can see for a second how upset it is. He knows that Varric is right, that he has become the villain of this story that he never wanted to be. He genuinely does not want casualties - he tries to reduce the damage, but it will still be there, because it was the same when the Veil first appeared.

But it still hurts.
