This particular species of Penguin is native to South America (specifically Chile and Argentina). A quick Google search suggests that the Thumbs Up gesture is considered vulgar in Argentina (https://web.sut.ac.th/cia/2017/CulturalEtiquette/ArgentinaCulturalEtiquette.pdf).

I'm counting this as another victory for Miniature Golf. Mini-Golf courses usually use artificial grass, which requires no water whatsoever. This is on top of Mini-Golf courses being infinitely more visually interesting than regular golf courses, while also being compact enough not to warrant the use of dedicated vehicles to transport players between holes.
(Now that I think about it, there are a lot of parallels between the environmental impact of Plain-Grass Golf Courses and the environmental impact of Suburban Sprawl.)
