I think Lucio knows he’s to blame. I think deep down he really does know, given how anxious and jittery he gets accompanied by his body language and evasion while just looking so ?? Fearful?
I also think Lucio has memory loss as well, since when your amnesia is mentioned this is what he says:

I could be wrong and this could simply be referring to how he was a ghost for three years.
He seems just so very obviously guilt ridden, from how he affects the realm and just his overall behavior in the route. He seems to be getting closer and closer to breaking, and I’m wondering if the breaking point will be him seeing Morga. We get hints of Morga throughout this chapter after all:
And the Devil is seeming to be the final illusion, but I think Morga will truly be Lucio’s breaking point. Morga will cause Lucio to finally shatter to some extent once he ends up confronted with her of all people.
