From an oitside perspective I feel that people are blowing this out of proportions. Yes she have faced people from different cultures and ethnic groups. For example Kairi Sane was shown in a small little rivalry showcasing Lacey and Kairis dynamic. She was calling her opponents (that are faces) social trash but teams up with women that are of different descent such as Venessa Borne and Bianca Belair.
TLDR: Lacey is just a character that can expand on what she is trying to showcase. Her character is set up were if she turns face she can become loved and a hero but on the other side a nasty disrespectful heel.
So wait! Whats the reason people don't like Lacey Evans?
