You missunderstood me, Momo is the Older Sister as Amaterasu (and her brothers) were "born" after Izanagi took a bath after running away from his angry undead (ex)wife, Athena-style.
I guess if you go with the two doing horizontal tango while in dark underworld she would be younger because: instantly adult Amaterasu.
I would advocate for keeping her youngest for sheer hilarity, like imagine how quickly Tokoyami will convert after learning she was born in not-hell.
Also, imagine her in Hades the game Zagreus cosplay
Forgotten Goddess: so, if I understood correctly, Momo is the youngest daughter of Izanami and Izanagi. Which is very interesting
If I remember Shinto canon correctly, Izanami died during childbirth because she gave birth to a god of fire.
This means that Momo was the younger twin of Kagutsuchi (who was killed and cut in 8 pieces by their dad) who somehow survived next to the fire god, or her body was burned to ash before birth, and she needed to gain it later on, which might explain why she was forgotten.
The other option is that Momo was conceived after Izanami died but before Izanagi broke the not-looking-at-your-spouse-in-the-underworld rule. This would mean that 1. Her parents were extremely horny 2. Momo was born in the underworld and probably has something of it in her portfolio, which she could or could not be aware of 3. Her mom had to relive the trauma of her own death, which probably made her already stressed the full act of giving birth (this time without her (ex)husband for support).
Anyway, I also need to point out that Momo is an older half-sister to Amaterasu and is aunty to the imperial house of Japan (if it survived the dawn of quirks)

Really didn't think of the full implications of her placement in the Shinto pantheon (literally all of those options are hilarious by the way, could you imagine Momo being an underworld goddess? It's great). Really considered having her be the second youngest to circumvent the whole "her mom's dead... kinda?" deal.
Yeah, having Amaterasu as an older sister must have been an experience. Especially with her still being around, being able to ask the literal sun goddess for a favor whenever she wants.
Her and her parents weren't close, persay, but there was never any real hostility. They loved her as much as they could, especially since one of them isn't really around anymore.

Also, if my knowledge of Shinto and MHA canon isn't faulty, Amaterasu did not start the imperial house of Japan before going into the cave, so given that it is (traditionally) dated on 11 February 660 BC and MHA starts somewhen during the XXIIIrd century AD... Amaterasu would think her sister is missing/dead because of her for around 3 millennia
