The problem with 40 FPS is that, while smoother indeed, it's not aligned to 60 FPS monitors which are common. With 30 FPS, you just render the same frame twice for 60 FPS, but 40 means having varied time for each frame - some frames will last for 1, some for 2, creating inconsistency. 40 would only work on 120 FPS, which is becoming slowly popular for monitors to have.
