Personally I think the Khans have kind of a ceremony after a Khan passes their intiation where a bunch of people pitch in and help them make their own jacket, styled and decorated however they want. Like they spend time with one of the hunting teams to find a matieral and hunt an animal, hanging up with tanners to show them how to turn the pelt into leather, the same with people who know how to tailor leather and then with painters and dye makers, ect. It's very important to the community in passing down skills and keeping them alive, while also showing the new khan the people who will be there to help them now that theyre One Of Them if that makes sense

I'd like to think the Khans don't have like One uniform like they do in game but they all have very differently styled jackets, and the "black leather and horned helmets" are mostly for warriors and raiders

Most common is probably brahmin leather, but sheepskin from the bighorners in neveda is probably becoming more popular for the opptunity of fur inner lining. Someone's probably had to have been talked out of making one from deathclaw hide/the Viper's big snake.
