I think I could help with the oc part of the question. There’s no universal way to go through the process so I’ll just explain different methods that help with the process.

*An important part of creating an oc is to have a general idea for the type of oc you’d like to create. It doesn’t need to be too complex as the character is slowly developed through the process.

*Inspiration can come from unexpected places.

For example, I have a character design that’s heavily inspired by lily of the valley and I incorporated the bell shaped flowers into her hair.

*Research helps but it depends on the setting the oc is being made for. Usually the movie/book/game is inspired by or based on a specific thing and how much influence it has on the movie/book/game varies.

*Research doesn’t have to stick to what inspired the series, it can also be used to get a better feel of the lore or to help develop the character’s personality or backstory. It can even be used to help with looking into something specific like what is this one specific fashion shown in the game and what I’m do people who enjoy it tend to wear.

*Working on how the oc looks can be a lot of fun and there’s nothing wrong with having them look

A specific way because that’s part of a style you like.

*Color palettes can also be a lot of fun and can be made with almost anything.

For example, I made a set of characters based on desserts. One of the characters was inspired by caramel cheesecake and her design heavily reflected on that.

*What experiences will this ov go through, how much if their last is established and how much impact does it have on their personality and current situation? It doesn’t need to be fully fleshed out as a synopsis that can be expanded upon is just as good.

There’s more to it, but it’s 4am and I’m really tired. I hope this rambling helped.

So here goes:

If you had a step-by-step process to creating OCs, what would it be like?

(If this doesn't make sense, what I'm trying to ask is like how do you frame out their personality)

Plus, (for the character you write) how do you know that "wait a minute— this isn't in character"?

i unfortunately can't really answer the first question because i don't have ocs ;;; i'm not sure if self-inserts are considered ocs (i don't think they do for my case) because they're basically me, just with tweaked little details to make them fit in better in the world of that series. so 'creating' their personality was more of a introspective journey for myself lol

but as for the second question... hmmm... i think everyone's methods to do character study are different, and i'm not even sure how 'close' the characters i write are to their canon self, so i'm not sure if this would be useful for you... but what i usually do is to read up on their character stories, voicelines, etc. and use them around in-game whenever i can (you notice little things from their idles and attack patterns i feel).

once i have that, i'd... actually just try to visualize what they would do or what they would say in certain situations, inside my head. does that makes sense? hskfhskfj i have no idea how to explain this. but yeah. i'm the type who'd get random bursts of "oh, if zhongli was here he'd do/say this" throughout the day whenever stuff happens, so this method works best for me imo.
