What if Levi made that promise not just for Erwin, but for himself. He made the vow because he wanted to hold unto something, to keep living, because the main reason he exists now died. And even during the fight against the beast titan, all Levi can think about is Erwin, and giving him the serum, and saving him.

Levi’s last promise to Erwin was the one command that Levi didn’t fulfil/complete. Imagine the pain, it was Erwin’s LAST promise, and the fact that Levi is too injured now, that he probably won’t fulfil it must be causing him so much pain.

He also wants to endure everyday, because through living he could remember Erwin. As Erwin said, it’s the living that gives meaning to their comrades lives.

He would live for Erwin, but he’d also long to see his love and friends again. He’d constantly be dwelling on the past, reliving happy and sad memories, preparing himself for reuniting with them, because he probably thinks he’s not going to last that long (heavily injured).

Levi can now finally say that he fulfilled each promise he made to Erwin. Taking out Zeke had been the last promise he had made, and after countless struggles, he can finally prove that Erwin’s life and death had meaning. That everything he did was important.

Erwin can now say to Levi ‘You have fought well.’ That Levi can now help make a world that Erwin would have been proud of. And as Levi said he didn’t regret any of his choices, and the fact that he’s proved Erwin’s sacrifice had meaning, means he can rest in peace.

And, when Levi sees his comrades in the titan smoke, they are all saluting him. Showing that they are proud, and Levi salutes back, showing he’s grateful for all the support he has received. 

It also seems that Erwin appears to stand a little more forwards than the others, and that he is the slowest to fade, that his figure is more prominent, as if he’s trying to stay behind for Levi.
