-The cannibals are all sinners, including the children. We know this because Rosie is herself a sinner since she’s an overlord, and in the flashback revealing Vaggie’s origins we see the sinner she spares is a cannibal child. The exorcists are NOT allowed to kill hellborn. So unless Vaggie was getting ready to break that one rule and potentially plunge Heaven and Hell into all out war, that was most certainly a sinner soul.

-I saw a theory floating around that sinners who sell their soul to an overlord assume some of the appearance of their overlord. This might explain why all the cannibals look similar and have black eyes: they all look like their overlord Rosie.

-Based on the above combination of facts and fan theory, it’s my personal head-canon that the reason there are so many child cannibals is because Rosie actively tries to protect the children’s souls from worse, more exploitative overlords (such as the likes of Valentino). And the best way she can do that, for better or worse, is proactively buying out their souls before anyone else can.

-To expand on this, she may also be buying up the souls of the elderly and the meek for similar reasons. It’s a mutually beneficial relationship at the end of the day: Rosie can offer them community and protection as denizens of her Cannibal Town and in turn their souls do grow her own power and ability to actually do so.
