So what IS this project exactly? I just found this blog

The Undertale Accessibility Project is looking for volunteer animators. The Undertale Accessibility Project is a volunteer based, fully voiced, interactive, and partially animated version of Undertale that will allow people with various disabilities to play the game. We are replacing the original 16-bit music with orchestral covers because the original style irritates some people with auditory disabilities. We are fully voice acting everything for people with reading disabilities. We have a control system that works through YouTube so that it only uses one finger. And some parts are even being animated.
