While that reason is true, the main reason is because that's where most of the Seraphim and Ophanim reside. It's to keep an eye on her... But clearly they kept her leash a bit to lengthy. While she's out the Elders and the other Seraphim and Ophanim will have a private discussion on how get A.P! Darling and what they'll do to get rid of her " rebellious " ( adventurous ) behavior when she gets back into safe keeping. Maybe they'll have to store there precious Pearl deeper into heaven once she's back to where she belongs.
