Usopp and Luffy fight is so special because it is the first time there is no evil force manipulating or blackmailing the crew. It is actually the only time.

There wasn't really an outside force to Luffy get mad at. At Arlong Park he could ignore everything because he knew Arlong was trouble. At Ennies Lobby, before facing Robin he got to know the truth and be mad at the government. With Sanji he also already knew it was Big Mom and Germa fault.

But with Usopp? Whose fault it was? Luffy? Usopp? Who else did he get to be mad? Who else could he fight?
