this isn't from the game itself it's from an animated series coming out next year that delves into the lore of the game

the series should be canon to the sky lore and explain what happened to the kingdom and how it fell this guy is The King/Ruler/Resh (beta name, no longer canon), they don't appear in the game (aside from murals and as a child in Orbit) so this is their first actual canon appearance I am also very happy they kinda kept the beta design
