I just think he has very pretty collarbones and that everyone should get to see them.
Also, for those curious, I wouldn't doubt that this was done for fan service since they made RE1!Chris' collarbones visible for sex appeal, so I wouldn't doubt the "Leon's shirt being unbuttoned so far his boobs are almost out" aspect is in the same vein.
