yeah, I headcanon they had a sun over their dimension, so even though they couldn't see it, they naturally evolved to absorb all the free energy they were being bombarded with.

But since they were ALWAYS bathed in sunlight—no nights, no rotating planet to turn them away from the sun—they didn't need to evolve a way to store spare energy. Like when you have a phone or a laptop with a battery that can't hold a charge so it drains and dies almost immediately if you unplug it. If Bill weren't a god-tier being that's MADE of energy (and a lot of it), wearing an exoskeleton would starve him to death in hours at most—possibly minutes. However long it takes his body to finish "digesting" the last sunlight he got.
