What did Adam and Robin do for their honeymoon? I’m assuming they had one
They basically took a year off work and traveled across the newly formed USA.
Basically, they took a really long vacation to go sight-seeing.
They loved it :)

When I was a Younger Fandom Child, a lot of the stuff I saw about OC’s was;
“Your OC should not change the main story in any way”, or they’d be called a ‘Mary Sue’ or something.
And I hate that.
If you take a character away from the OG story, things will change. Things will happen that didn’t happen before, or some things will never happen all together; think Lucy from Fairy Tail.
If she never left home to join a guild, she would’ve never gone on that boat, which means Natsu would’ve never known about it, and all those girls would’ve never gotten home. She never would’ve joined Fairy Tail, which means Phantom Lord never would have attacked. Loke/Leo would have died, it’s possible no one would have been able to beat Angel from the Oracion Seis— because Pisces never would have turned on Angel.
The Eclipse gate never would have been closed.
So, if you create an OC, I want something in the story to change because of them. I don’t care if only the original plot stays behind and everything else changes, I want there to be a reason the character exists.
Because if nothing changes, what is the character’s purpose?

I was wondering if there were any other types of Fragments. Along with this, the two beings that make the Fragments, do the Fragments appear at random or only when a Government is created?
Only the Big Government Personifications are Fragments. So the Departments, while part of the government, would not be fragments.
Fragments only appear when Governments are created, and their Husks are usually created a few years beforehand.

The Husks are the creation stage!
So: baby Adam and Robin appeared on September 4th, 1770. They were not actual Governments at the time, they were the Fragments that would eventually become the Governments.
These Husks basically wander around— Adam and Robin’s baby Husks basically spied on the Colonies and screwed with the British— until they are fully formed.
On September 4th, 1774, Adam and Robin officially became the Government personifications— and immediately broke into Pennsylvania’s house and got adopted.
To put it short: Husks are the ‘larvae’.
