Because Rose was one of the few who got out, who saw the world, who still visited her mom who was so proud of her, who met a guy who treated her right and visited with her.

Rose Tyler was hope, hope that they could get out too one day

And yet (of what they know) she still died there, just like they all though they would before they saw her leave and now they’re back to square one because what’s the point of leaving if you’re still going to die here?

And then they find out Jackie’s dead too and they don’t even know if they died together.

They don’t know Rose’s boyfriend’s name so they don’t if he’s alive, and if he isn’t, was he with Rose or were separated in the panic?

They don’t know, they just know they lost hope.
