Superpowers and laws
Laws and regulations on superpowers began to emerge very lately. As most of loud cases of superpower manifestations happened in 2021, that year was signed as superpower crisis year. Governments of all countries had to deal with new challenges and Russia was not exception.
First years (2021-2023) there was basically legal vacuum. That was double edged sword for superpowered people. On one side if supe commits crime police and special forces are very unlikely to do anything with that (because who wants to risk their lives over some guy who idk explodes everything on sight). On the other side if supe is injured it's very unlikely for them to get help from ambulance, because it's very risky to put wounded (= more dangerous) supe in ambulance and hospital.
This was fertile ground for many phenomena to arise: suppressors, superheroes, superpower alliances, pseudo-cults abd other grey support networks, due to lack of government involvement [this is not statement that all of them are good or bad, it's just what happens - when government is weak/not involved people organise themselves, it's not moral issue]
Laws shifted a lot from very liberal to something that feels like invisible leash on your neck. I use as reference mostly gun control, lgbt propaganda laws, disability laws in russian context.
Must admit I use "propaganda" laws as reference a lot, because those are laws that affect my life in very distressing way and it's not something that is exclusive artifact of post 24/02/22 Russia like discredit laws.

I'm thinking about nerfing Big woman, because her abilities make her Mary-Sue-ish (however I ran once test on Mary Sue for some of my OCs, and all of them were Mary Sues or close to that, but I clearly see that they're not. Arina / Mongoose (god I wish plural mongoose was spelled as mongeese)

Suppressor girl that developed many strategies for suppressive combat against superpowered people. She lacks superpowers, but has strong gut feeling for seeing superpowered people, especially mimics (metamorphs/shapeshifters/chameleons - names vary), but also psychics. Had some troubling decisions to make in personal and professional life, so most of time she's quite reserved and stern. Loves thrash-metal and nu-metal, has childhood nickname Rikki-Tikki-Tavi due to fear of/curiosity to snakes, most of time wears Adidas tracksuit
Pavel(Pasha) / Mastermind (does anyone perceive this name seriously?? of course not, most of time called Надмозг(Надмозги) [literal meaning - "brains from above"] as cursed 90s translation of word "Overmind")

Telepath with 5d chess personal organisation. Actually has two personalities, but not in DID sense. That's actually two conjoined twins, but one fully developed and other consists of nerve clot and couple of fingers that come out of body of his brother. The main brother posses no superpowers, parasitic has very strong and advanced telepathy. Sometimes parasitic brother takes over control on main body, but his control of motor functions is almost manual, so movements are jerky and facial expression sometimes doesn't correspond to situations. Went to technical uni, but abandoned his studies, his telepathic interventions leave OCD-like trace, has younger sister that is also telepath
Valerie (Valeria) / Peafowl / Pavlinoglazka (literal translation: eyes of peacock, but this actually common name for patterns of concentric circles, name of butterflies, fishes and stones with eye patterns) / Pavlinikha [derogatory, rude word to describe peafowl]

Main sponsor of suppressors. Valerie is the oldest in cast, born in 1994 in St. Petersburg. She has superpower - attention control (paired with attention sensing, she knows where and how people currently put their attention). In past mostly operated with her husband (don't get it wrong, she's huge lesbian) on extracting money from Russia to off-shore companies. Now invests in development of suppressive technologies, including security sector. Lies about her thesis topic to be fashion history, actual thesis was on war financial benefactors; knows 4 languages (Russian, English, French and Italian), absolutely can't fight and doesn't want to
my favourite thing about Diana is that everyone expects her to be weak or scared of supes and to be sort of grumpy damsel in distress or someone who avoids superpower bullshit. But no. First, superpower bullshit goes right at her. Second, she doesn't hesitate to hit supes. And if pther suppressors try making some plans to do least damage, Diana puts her hands on any heavy object and aims for the head. And it works. Sort of.
She got in trouble for that several time, frankly lawlessness around superpowered people saved her several times.
