I wanted to answer this then it got mega long! (Lol)
Speaking as someone who discovered their Fluidness about 3 years ago, I've been having the same debate over and over. Surgery is a huge commitment, right? You gotta do what's right for **You** and not limit yourself to an Expected Aesthletic.
This concern is 100% valid, and I think a lot of NBs struggle with it. There is a procedure called a "Radical Reduction," I believe where you can go from what size you are down to an A-cup. The tissue is still there, just smaller and more manageable, and you could just tape up when you're feeling masculine for that period. Or, if you go the double mastectomy route (to guarantee no regrowth), you can have the stick-on silicone bitties that drag Queens tend to use for your feminine days if it'd help.
Your Top Surgey is Top Surgery because it's Yours. If someone wants to argue semantics, then it's a learn opportunity for them, isn't it?
What if there's regret? Mostly, we can chuck it up to that lizard brain trying to adjust to a big dramatic change. Some parts of our consciousness don't really accept or adapt to change easily, but after an adjustment period, that feeling will pass.
MOST IMPORTANTLY! You DO NOT owe the world or anyone else androgy just because your gender expression is a coin flip every morning. Do what's going to treat Your own personal experience.
As for the debate, if you actually really want this?
Consider the back pain you endure, a smaller chest could help relieve that pain and prevent arthritis in the future. Bra straps causing dents into your shoulders as well as discoloration depending how stressed that area is, thats not fun. The icky feeling you get on occasion, though flippant, its still uncomfortable and will hit your psychi harder over time. If people can get nose jobs, chest implants, facial reconstruction, etc., and get to feel better afterward, then you deserve that Pretty/Handsome feeling too!
If Sugery is still scary (Again. Valid.) there are queer centered exercises designed for reducing chest fat (which I'm considering for myself), and bulking up to a more ambiguous shape if that's your jam. You have so many options! I get that it's overwhelming, especially for the saving up part. But you got this! Do what you gotta do for your own experience as the little queerdo you are!
I hope this helped a little.
