How badly does the dr want to play god. There moments you see him as the reluctant god with the whole universe on his shoulders. But he is so tired of it he wishes it wasn't him like when the 12th dr is about to regenerate. But he revels in too like calling himself time lord victorious and putting no thought in the consequences of his actions.

I think it really on how each dr handles the role in different moments. They all had moments they went to far with their powers and even liked. Who wouldn't enjoy saving everyone they wanted and punishing those who they thought deserved it.

But here's the kicker that separates the dr from the master. He has never craved power like the master. The master craves ultimate power over everything for everything to bow down to him. While the dr mission is to protect.

One is god who high off his power and basking in it what he could do.

The other is scrambling to use all its power to protect all those he loves
