Asra: the legendary sea sorcerer who nobody realizes is also the neighborhood merchant with the randomest wares and unpredictable business hours. does shows on the reef sometimes

Nadia: the queen of the reef who takes her duties very seriously, but who has such a colorful and impressive tail (painstakingly well-maintained, btw) that it's hard to connect past the intimidation

Muriel: originally from the cold waters further south, he lives in a seagrass forest several miles away from the reef. lives on plankton and seaweed and looks after any fish that seek refuge with him

Portia: spends half her time socializing as Nadia's tail-carer and half her time using all those connections to coordinate with other reefs against encroachers, poachers, and pollutants. wins all her fights

Lucio: so fascinated with humans that he mistakenly made a deal with them for fancy trinkets in return for access to the reef. now he assists with the cleanup project and border patrols against them
