So we know how Julian is British and is from a very wealthy family. Who else we know thats played by the same actor and has the exact same background? YES DRACO MALFOY. Draco Malfoy AND Julian are frm london.

I believe Draco Malfoy comes to central City and changes his name which technically is not that hard considering he's a wizard. He comes in hope for redemption. We know both Julian and Draco have interest in studies, and its quite possible Draco can do that.

Savitar has control over Julians mind because the dark part of Draco's brain during the war is still present but in small amount, therefore savitar doesnt have a strong hold on him. This nexts para is for my dramione shippers.
