"Rearranging the deck chairs on the Titanic" is a wonderful phrase because it's immensely evocative by virtue of being very clear and concise about what it actually means. The Titanic is sinking. It doesn't matter how you arrange the deck chairs. Your quibbling/proposed solution is irrelevant to the problem at hand, to the point of practically being unrelated. In fact, not only is it irrelevant, it will effectively be undone as the problem we're facing proceeds. The Titanic is going to tilt 30-45 degrees as it sinks, so the deck chairs will slide away from where you're putting them! Even if the deck did remain level and the deck chairs didn't float away when it sank, the deck will be underwater, meaning no one will be able to sit in them! I am very sleep-deprived.
