You do raise a good point. His only discernible personality traits is that’s he’s chubby, Jewish, and a bit of a loud mouth. If they put him in all three movies, you would they’d at least given him more depth! I feel like it would’ve been interesting to see more of his friendship with Averman.

How much older is Fulton?

We already know that he’s at least slightly older than the rest of the ducks, (along with Averman). In the shop scene Bombay has a conversation with Jesse, Goldie, and Guy about him. Goldie made an off-handed comment about him having to repeat a grade. How much of that is true?

I’d put him at about 14, (around the age of Elden Henson at the time), during the first movie. That’s would make him a year or two older than the rest of the ducks. I personally think that he was held back at some point before the movies, because he was in the same class as them and also had detention with the ducks.

He’s also much bigger than everyone else is, clearly already have hit puberty. He’s also a lot tougher. If he was say 12, like the rest of the ducks, (other than Averman of course), he should have been about the same height and have a similar build. I’m not ruling out that he might’ve just hit puberty early, I just don’t think that’s the more likely thing here.
