For me, part of the reason that the Utena anime and movie have such different vibes is because they are functioning off of fundamentally different concepts.

In the series, princes once existed, but they have become corrupted by the world they wanted to save. As such, to leave the cycle of Ohtori, one must face that same corruption and be able to stand up to it in order to escape. Utena and Anthy are able to leave because Utena made the ultimate selfless choice of taking the swords in Anthy’s place (unlike Akio, who instead used her to save himself) and because Anthy finally recognized the monster her brother had become and made the selfish choice to give others a way out too.

In the movie, princes never existed. They’ve always been a concept, not a reality. And to escape, one must reject the notion of princes altogether. Utena recognizes that her prince never existed and that he is only a figment of what she wants from a prince, allowing her to help Anthy leave Ohtori and the idea of princes behind them, and Anthy chooses to stop trying to create someone to be a prince in place of her brother and instead leave his memory and the void he filled behind her.
