They want the DEAF children to listen with their EARS.
Deaf. Hearing.
Did they even think for a millisecond about how stupid that sounds? You show what the student is familiar with and translate it to the language that they are learning. Without a familiar thing to start with, they might as well be staring at the wall. I don't even have a high school diploma yet, and I know that the Deaf can't not hear. These people (presumably) have TEACHING LICENSES and not one person said "Hey, signing is a significant part of Deaf people understanding each other. Maybe we should, ya know, not get rid of that!?"
TL;DR: People are very, very stupid. :)
