He didn’t exist to tell Regulus to do something he didn’t want to do. Regulus made his choice and he did what he wanted to do. Sirius made his choice and he did what he wanted to do. He didn’t leave Regulus behind because Regulus wanted to stay and because Regulus did not want to become something better than the beliefs instilled in him.
