The complexities and flaws she has are what make her interesting: Homura wouldn't be so compelling and PMMM wouldn't be so great if it weren't for her flaws.
I agree with the assertion that Homura Akemi is not a bad person. She is in fact a traumatized 14 year old. But I feel like some of you don’t want her to have flaws at all. Her flaws make her a better character. I feel like any Madoka fan that points out her flaws immediately gets hit with the “SHE’S 14 AND SHE’S TRAUMATIZED! STOP HATING HOMURA!”. Like nobody’s hating Homura by pointing out the things that make her a more interesting character. I love her because she’s complex like that.

Promni: It would be hard for her to get arrested since she’s a creator but if she did it would be aggravated assault she’s not mentally stable at all and sometimes she just snaps.
Galactic: Theft for sure, she’s stealing Beanie Boos. Also a creator but she’s way too obvious about what she does. If she’s caught she will cry.
Devon: Mass murder. No more context for his lore unless asked.
Prometheus: Murder, he accidentally kills people more often than he realizes. Malfunctioning powers are quite dangerous after all!
Winston: Tax fraud, he’s rich what did you expect.

Ayame: Try to bribe the cops with drugs
Kirari: Try to bribe the cops with money
Amane: Be the most well-behaved prisoner until he starts trying to indoctrination others into his cult, then overthrow the guards
Nagomi: Start a booming prison gambling ring that inevitably blows up in his face and causes him many issues
Kanerou: Pick up the pieces of Nagomi's gambling ring and turn it into a d&d ring
Akari: Make copious amounts of toilet booze and start a profiting company, monopolize
Hinatsu, Erena, Honoka, Nadeshiko, and Yuruha are the only ones who haven't committed any crimes. Everyone else who wasn't mentioned simply didn't get caught.
