“Suggestion”

One of my worst pet peeves is when someone (generally related to me), says;

“You could do x.” In a way that it is suggested.

But when I decide not to do x, they come back to me and ask me why I didn’t do x.

As if they had told me to do x instead of suggested it...

Am I wrong in thinking that the suggestee has the ability to not do what is suggested to them?

I don’t know anymore..
