Well, there’s Thunderhoof, for starters. Couldn’t bribe the enforcers, so he went above their heads and bribed everyone above the enforcers. Enjoyed flaunting it in their faces, inviting them in for inspections and donating to their cause, but never so much that they bucked the enforcer position and shot him in the face where he stood.
Firecutter had a surprisingly strong moral compass as far as crime bosses went. He always made it a point to avoid harming civilians if he could, and his underlings were exceedingly well taken care of. He spent a considerable portion of his life working in factories before the mods and weapons business reached his hands and was known for taking over large swathes of industrial property in part so that he could improve the conditions for the bots working there. Vorns later, a gladiator went and named themselves after him.
