It has just now accrued to me that when Tommy got out the cell and was leaving he messed with the levers...
Before I make any wild assumptions did Sam sort the lever out? cause if not I think Tommy might have let Dream out
EDIT: Thank you @cowbian for reminding me about the key! I kinda forgot you needed a key for the prison
