This follows along with the popular fan theory along with my own take/elaboration on the idea.

It all starts with his father. Denki Kaminari’s father is a villain, this is something he’s told no one, and since his father isn’t famous and is still at large, it’s something he’s been able to avoid. But in the limited time Denki has spent with his father, he has learned some very important things. The most relevant of which, is that the system is rigged, and the heroes aren’t always the good guys they make themselves out to be. As many things do, it had started with good intentions. Denki wanted to show his father that things could change, that he could be a hero following the true definition. However, in studying heroes and villains, it became harder and harder to deny that his father was right. Things needed to change. He met Giran through his father and was introduced to the League of Villains while he was already in the process of being accepted to UA. This put him in a valuable position, and while he is hesitant, he is sure that this will be for the best in the long run. Stain was someone Denki kept tabs on and he does adhere to Stain’s ideals, more so than Shigaraki’s, like a few other members of the League of Villains. Telling his classmates that he thought the video was cool, was a slip up, he was just really inspired and let it get the best of him.

Kaminari jammed the signal at the USJ himself, and used the communication abilities that come from his quirk to let the League of Villains know of the camp location. Kaminari also uses the communications aspect of his quirk to report to LoV, listen in on phone calls, and he has regular access to the phones of classmates who ask him to charge them.  It is still possible for Kaminari’s quirk to fry his brain, but he has more control and tolerance with it than he lets on.  Kaminari is also smarter than he lets on, though his failure of the midterm is a result of not studying properly, he is still a teenager and this double life thing is stressful. He got lucky when he was still able to attend camp so that he could deliver the location, and has tried to be more careful to scrape by grade wise while keeping up his unbothered persona.  There is guilt involved in this for him, even though he thinks his actions are for the greater good. He doesn’t want to hurt his classmates, but feels that the system has to be changed.
