They're actually exes!
The two dated in high school, but broke up shortly before Riv moved to England at 18
Ramona has been trying to reconcile with them ever since she moved next door and in with the other neighbors, but Riv refuses to acknowledge the two even knew each other before she moved, so the guys don't know about their past
