Visually impaired is a legal term and may be appropriate in a general setting or when you aren't sure how to address someone's disability. But some members of the blind community do take issue with the term as it can very much be used as a way to segregate people or even make them feel less accepted due to limited sight. It's always good to ask someone how they want their disability referred to if you are concerned, though many people will tell you their preference if it comes up. In general, visually impaired is the politically correct terminology but most people will not be offended if you say blind.
Does the blind community prefer visually impaired or blind?
The blind community isn't a monolith and all of us will have a different answer to your question . I prefer to call myself blind over visually impaired, but I might refer to the community as low vision to acknowledge people with partial sight who might not identify as blind. It would be more helpful to ask low vision people you know what words they identify with.
I will say one thing though- don't ever be afraid to use the word blind! It's not offensive, blind is a great word and should be said loud and proud.
