Civilians, criminals, cops - everybody had a healthy wariness when it came to the brooding vigilante and as frustrating as he was to deal with, Roman couldn’t deny his presence had some benefit. Without Vengeance around, criminals all around Gotham would be able to focus completely on each other, clawing over scraps and bringing mayhem to the streets until the last man standing could look forwards to ruling over nothing but a pile of smoking ashes. Or a flooded city full of drowned corpses had the Riddler managed to see his plans all the way to the end. Roman scoffed. He’d crossed paths with the fearsome vigilante on occasion, each one bloody and violent as the first. Fighting him was a whole different ballgame from dealing with rival gangs and would-be ursurpers plotting to take him down before he could rise as the next crime lord but far from fearing the challenge, Black Mask openly relished it. Batman was the equilibrator of this great city, making sure no criminal grew too big or too powerful to take down. That suited Roman just fine, knowing he needed more time, more experience to build himself up into the figures that Maroni and Falcone had once been. No... he would be better than those two had ever been. Roman would make sure of it, but first he had to play his cards carefully for Vengeance was swift and relentless once his attention had been suitably drawn. "I ain’t afraid of him but you have to wonder what’s going through that head at times knowing he’d have an easier time just killing his enemies and getting them out of the way. Well, whatever. Either way his actions are bringing about change, a real renewal of Gotham. He just doesn’t realize it yet I’m the one waiting in the wings to take over. I should be thanking him really, cleaning out all the trash for me first.” Roman laughed nastily, mocking the hero he congratulated with a toast before downing the contents of his glass.
