one of my favourite scenes in the hunger games series is when katniss and peeta are visiting district 11. because it's the first time we really see rebellion, and unity between the districts on a larger scale. katniss sang to rue, tresh spared her life, and their district sent katniss bread. but here, it's months after the games, and a whole crowd is doing a salute from another district. and they are saluting the girl who lived because their own died. and when they kill the man who started it, it really sinks in the realization how important unity and alliance is. the people of panem are separated into districts and pitted against each other every year, to make it easier to control people. to take away their power. this is one of the first steps in panem regaining that power; realizing the other districts aren't the enemy, but their allies. and the capitol hates that, they know that a simple melody and salute is so much more than that, it's a warning and a threat.
