WAVE MAN BEFORE HE WAS COOL! This Wave Man is from the DOS game, which had a few other characters with names that later got used for new Robot Masters. These include Shark Man, Oil Man, Blade Man, and even Torch Man!

I forgot to post this, but in a discord I'm in this happened. For context, it was something about what Robot Master we thought was hot.
Why they chose this guy? I couldn't tell you, but what I can say is that I'd prefer Air Man over him. Wish I remembered this guy's name, but I think he was from one of the games for the Gameboy or something. I used to know, but today's been a little too much for me to remember that detail.
