He want’s to help them when they are suffering. He even gets captured by the lord when he’s supposed to be undercover and get back to the throne because he arrives at the district and sees the citizens suffering in poverty under the lord. And he decides that the danger of getting captured is less important than the danger his citizens are facing right now.

It’s just as one of the maids said. He is their hope. He became their hope just by being there. Just by existing.
