Wheeljack obviously loves Bulkhead and views him as someone far more kind and dependable than himself. Bulkhead loves Jackie and sees him as this intelligent, talented craftsman and fighter.

Even before they tried to get together, they were good friends. They probably fooled around a couple times, but Bulkhead is not interested in having friends-with-benefits arrangements like Jackie is. It's part of the reason they were off-and-on for so long.

Wheeljack doesn't understand why Bulk is so protective of Miko until she gets pretty injured on a mission. Then he understands why. Miko is smart and strong, but she's still human and his negligence is solely responsible for her injury.

After that (once he gets over the self-loathing because Miko kicks his ass about it) Wheeljack will straight up call Miko his and Bulk's first kid and has threatened to practically adopt her. Bulkhead tries to tell him you can't just steal humans but he secretly feels the same. 

Eventually, once Cybertron is restored, he decides to stay and help rebuild it (and his relationship) with Bulkhead.

Bulkhead is an affectionate guy but has always been really shy about public displays. 

Wheeljack is a terrible influence who will fool around with Bulkhead anywhere but ESPECIALLY in Ultra Magnus's office. He will do anything just short of actually upsetting Bulk. Kissing, groping, sneaking a touch, fragging in the halls, making a mess on purpose… he's awful. 

Wheeljack's ship ain't named Jackhammer for nothing. Wheeljack loves 'facing Bulk. He loves that this huge soft mech just lets him do whatever he wants.

Bulkhead is one of the few mechs who can take everything Jackie gives without having to worry about getting hurt. Jackie likes to leave dents. He can get a little jealous, especially when he's more serious about Bulk.

It's also pretty exciting to Jackie that Bulk is just stupid strong. Not that Jackie isn't strong on his own.

Plus Bulky is always pretty loud for him. Wheeljack's pretty quiet in the berth, but Bulkhead's valve pretty sensitive so he tends to make a fair bit of noise when Jackie's working him over.
