I don't know what you mean by "let Blue and Winter mature"? Tui said that her characters develop and regress like people do in real life. Winter did experience character regression but that doesn't mean he's not going to grow and mature. And Blue did grow as a character - he's aware of the oppression his tribe is under now and he's going to help stop it while still holding on to his empathy.

Oh well when I posted that I was mainly thinking of how at the end of book 11, Blue said "we'll find another way or we'll burn it all down" and then in book 12 Sundew said "hey there's no way to cure the hive mind so we'll burn the hives down to get the upper hand in the war" and Blue went "wait no." I'm not necessarily condoning murder but it seemed like he got what he wanted? He probably meant figuratively though. Stopping SilkWing oppression while still holding onto his empathy is a pretty good way of putting it. Anyway, as for Winter, he experienced quite a bit of character regression in books 8 and 10. Book 10 was probably due to Darkstalker's spell on him, but even after that he kind of lost it with Moon and the others in the Night Kingdom. He definitely grew a lot at the end of book 7, but then in book 8 he freaked out again, first about Peril and then about Darkstalker's scroll. I just realized this is a lot of text so I'm gonna stop now but you get my drift
